So I guess the answer is 'sorta' (they sometimes heavily modify game mechanics, including make bug fixes, thus have a programming staff), but they don't directly author games (unless you count being a division of the Japanese Atlus who do). If the name "Working Designs" means anything to you, I would say that they are the spiritual successor to them.
